Jack Cheng, PhD, President

Dr. Cheng is Founder and President of C2R Corporation. He is a multi-disciplinary general scientist and is well versed in the process of funding large complex research programs and managing collaborations between multiple stakeholders. His subject matter expertise is on medical diagnostics and biosensors. Prior to being the President of C2R Corporation, he was a Senior Associate at Booz Allen Hamilton serving as program manager for the External Technical Support Team (ETST) supporting the Global Health Discovery and Integrated Development groups at a large private foundation focused on improving the lives of people in poor countries through the support of global health and development efforts. The ETST provided scientific and programmatic support to early science discovery grants in the areas of vaccines, drugs and diagnostics. One of the innovative idea soliciting engines that his team was responsible for was the Grand Challenge Explorations. Prior to this engagement, he managed a team of over 60 staff members supporting various research and development sponsoring agencies in the United States government including the Defense Advanced Research Projects Agency (DARPA) and the Department of Homeland Security’s Science and Technology Directorate (DHS S&T). During this period, Dr. Cheng was involved in many aspects of Chem-Bio protection technologies and architectures being pursued by the US government. Previous to his tenure at Booz Allen, Dr. Cheng was an electronics engineer at the Naval Undersea Warfare Center in Newport, Rhode Island where he worked on submarine antennas and satellite communications. He has numerous peer-reviewed publications in the area of high power microwave and relativistic electronics. He has a B.S. in Physics from the Massachusetts Institute of Technology and a Ph.D. in Experimental Physics from the University of Maryland, College Park. He speaks native Chinese mandarin and has a working knowledge of Spanish and French, which has made him invaluable in engagements with international business partners.
